It was noticeable that Mr. Dave Windom, who functions as both Director of Public Health and Director of Community Development, seemed more concerned with how the COVID-19 virus was impacting the county’s economic health than he was with the health of its citizens. This is precisely why you don’t have one director overseeing two departments with, potentially, incompatible priorities.
